Once again, the adapter is shown on the picture is an obd one. Secondly what is the year of production of your car and the model??
ADS data transmission protocole means that the car's ecu needs 2 lines-k line for data exchange and L-line for the requiry questions from the diagnostic software and ecu installed on the cars. All cars below 1996 requires an ads adapter for diagnostics. From 1996 on E39 and on E38 from 1994 introduced an obd data transmission protocole thats needs only K-line for data exchange between diagnostic software and ecu installed on the car.
By the way from 1994 BMW started to install updated ecus on E34 and E36 thats requires only K-line for diagnostic. Update has been affected for the ABS and Air bag control units. That is the reason why you was able to read Air bag control unit. The reason of noabillity to read the Air bag ecu with another usb obd adapter i don't know, probably the wrong presettings or it's even not an obd adapter but VAG K-line adapter for example.
So briefly to be able for you to read an dme 413 you need:

1. ADS adapter. Check the forum and ***** for example to know how it looks.
2. If your car is not equipped with EWS2 antitheft system then even with ads adapter and INPA software you will not be able to diagnose it. You will need DIS software preinstalled on your computer.
